Financial and Technical Monitoring Requirements for TREAT-TB Research Agreements

The following is a list of financial and technical qualifications potential partners must possess and requests they must fulfill in order to collaborate with The Union on the TREAT-TB Initiative.

I. Financial requirements

  • Demonstrate sound management and knowledge of U.S. accounting control systems to manage and account for project funds.
  • Maintain financial records, supporting documents, statistical records and all other records pertinent to the research protocol.
  • Present documentation to show all costs incurred under the agreement, including original invoices, evidence of receipt/delivery of goods/services, and any other documents upon request in a timely manner.
  • Maintain a separate, interest-bearing account for project funds and inform The Union of the balance of this account when requested.
  • Provide expenditure reports as agreed upon by both parties.
  • Provide a point of contact responsible for financial monitoring.
  • Please note – if expenditures for this project exceed USD$300,000 per fiscal year, an audit must be conducted in the following fiscal year. Please provide The Union with an audit copy, as well as any other project-related financial records, as requested.

II. Technical Requirements*

  •  Obtain all necessary approvals from government bodies/agencies and other institutions.
  •  Obtain approval from the relevant, national ethics bodies.
  •  Provide The Union with accurate, current information from the preparation stage through the conclusion of research activities via conference calls, email, and other avenues of communication as requested.
  •  Respond to information and other requests from Union staff in a timely manner.
  •  Conduct research in compliance according to the approved protocol.
  •  Implement activities in accordance with the assigned work plan.
  •  Complete activities on time and inform The Union of any delays immediately.
  •  Actively participate in field evaluations conducted by Union staff and/or consultants as necessary.

III. General Requirements

Submit financial and technical progress reports by using The Union’s standard template and adhering to deadlines set forth by the agreement.

* In addition to these general questions, each partner must follow a monitoring plan tailored to that particular research project. When required, The Union will facilitate submission of research protocols to The Union Ethics Advisory Group.
